If you want to be able to go to the mall, or in stores with it you will want a tendem(where the seats are one behind the other) not a side to side as they will just not make it down isles. Fisher Price has a “wagon” that has two harnesed seats where the kids face each other and it’s pulled. I love this idea(although I do not own one). The push double strollers are a little hard to control and the pull action I think would greately improve steering. Take a look at it before you make a decision.

She loves it. It’s easy to take and to get around places. It folds up easily for easy transport.
I just bought the Instep double Safari and I love it!
I should add that I use my stroller outside only. If I wanted an inside stroller, I would get a Joovy Caboose so one child can hop on and off of the jump seat while the other chills in the front seat.
Personally I like the ones where the seats are in front/back of each other vs the side by side. Much easier to handle and get through stores and for that matter doors.
We have a Maclaren Twin Traveller for my girls. They are are 3 now and we have had it since they were born, and it works great!! It is light weight and fits easily into the trunk. it is also very easy to maneuver, fits through any aisle way I have been down!
